House pushes for terrorist label for Haqqani group

WASHINGTON (AP) ? Congress is stepping up the pressure on the Obama administration to slap the terrorist label on the Haqqani network, a militant group responsible for plotting and launching attacks from Pakistan against U.S.-led forces in Afghanistan.

By voice vote Tuesday, the House approved a bill that would require the secretary of state to report to Congress on whether the Haqqani network meets the criteria to be designated a foreign terrorist organization and if not, to explain why. The report is due within 30 days of the president signing the measure.

The administration has sanctioned top individuals of the Haqqani network, but it is still reviewing whether to label the entire organization. That delay has frustrated members of Congress. Rep. Mike Rogers, R-Mich., chairman of the Intelligence Committee, added an amendment to the bill stating that it was the sense of Congress that the Haqqani network meets the definition of a terrorist organization and they should be designated as one.

"The Obama administration has been considering formally designating the Haqqani network as a foreign terrorist organization under U.S. law but has yet to act," said Rep. Tim Griffin, R-Ark., during a brief House debate.

Last week, the State Department defended its effort.

"We've been very aggressive about sanctioning their top individuals, and we've seen that as the most effective way to go about this. But the review is ongoing, and is actively ongoing," department spokesman Patrick Ventrell told reporters.

The measure now heads to the Senate, which approved a similar bill sponsored by Sen. Richard Burr, R-N.C., last December.

The Haqqani network, largely operating in eastern Afghanistan and northwestern Pakistan, is affiliated with both the Taliban and al-Qaida. U.S. officials say it represents one of the biggest threats to Afghanistan stability because it is believed to use Pakistan as a rear base for attacks on American and coalition troops in Afghanistan.

The House vote comes just weeks after the United States and Pakistan ended a rancorous seven-month standoff with Secretary of State Hillary Rodham Clinton apologizing to Pakistan for the killing of 24 Pakistani troops last fall and in return securing the reopening of critical NATO supply lines into Afghanistan. Throughout the uneasy relationship between the United States and Pakistan, American officials have pressed Islamabad to crack down on the extremist Haqqani network.

The bill states that "nothing in this act may be construed to infringe upon the sovereignty of Pakistan to combat militant or terrorist groups operating inside its boundaries."

In May, the Republican and Democratic leaders of the House and Senate Intelligence committees wrote to Clinton asking her to act immediately in labeling the Haqqani network a terrorist group.

The four leaders ? Sens. Dianne Feinstein, D-Calif., and Saxby Chambliss, R-Ga., and Rep. C.A. Dutch Ruppersberger, D-Md., and Rogers ? said that based on meetings with U.S. and Afghan officials in Afghanistan, "it was clear that the Haqqani network continues to launch sensational and indiscriminate attacks against U.S. interests in Afghanistan and the group poses a continuing threat to innocent men, women and children in the region."

The four noted that it had been six months since the State Department had undertaken its "final formal review" of the Haqqani network.

"The Haqqanis have continued to attack U.S. troops and the U.S. embassy in Kabul during that period," the lawmakers said.

The letter also noted that the Obama administration may have been reluctant to act while Marc Grossman, the special representative for Afghanistan and Pakistan, was trying to negotiate a reconciliation agreement with the Taliban that may have included or affected the Haqqani network.

Last fall, the top U.S. military officer accused Pakistan's powerful intelligence agency of backing extremists in planning and executing the assault on the U.S. Embassy in Afghanistan and a truck bomb attack that wounded 77 American soldiers.

In his last congressional testimony before retirement, Adm. Mike Mullen, chairman of the Joint Chiefs of Staff, insisted that the Haqqani insurgent network "acts as a veritable arm" of Pakistan's Inter-Services Intelligence agency.

The House also passed a bill that would strengthen economic and security ties between the United States and Israel. The bipartisan legislation, which was approved by voice vote, would reaffirm the U.S. commitment to Israel and American support for the Mideast ally's right to self-defense. The bill would extend current loan guarantees to Israel that expire later this year and authorizes the transfer of obsolete or surplus defense material from the United States to Israel.

The bill reiterates U.S. support for a negotiated two-state solution to resolve the conflict between the Israelis and Palestinians.

Can Science Plant Brain Seeds That Make You Vote?

Live volunteer calls increase voter turnout fare more than do robo calls.

In 2008, just a few days before the Democratic presidential primary between Barack Obama and Hillary Clinton in Pennsylvania, a large group of Pennsylvania voters got a very unusual phone call.

It was one of those get-out-the-vote reminder calls that people get every election cycle, but in addition to the bland exhortations about the importance of the election, potential voters were asked a series of carefully constructed questions:

"What do you think you'll be doing before you head to the polls on Tuesday?" recipients of the call were asked. "Where do you think you'll be coming from that day?"

These questions were designed by a Harvard professor named Todd Rogers. Rogers, among other things, is a behavioral psychologist, and he says he chose those questions for a very particular reason.

"We borrowed that from cognitive psychology," he says, "There's a lot of research showing that thinking through the actual moment when you will do something makes it more likely that the behavior will pop into your mind at the appropriate time."

Essentially, the questions plant a cognitive seed deep in your brain that sits there, mostly forgotten, until you arrive at the moment you talked about during the call. And then, says Rogers, "It pops into my head! 'Oh! I said I was going to vote now!' "

Or anyway, that was the theory of what would happen, the theory that Rogers wanted to test with the calls. And to make sure this theory worked in real life, Rogers did something that hasn't been done much in politics: a randomized controlled trial. He randomly divided the electorate in Pennsylvania into different groups: Thousands got the call with questions, thousands got a standard get-out-the-vote call without questions, and thousands got no call at all.

What he found was that the questions appeared to make a dramatic difference. People asked three simple planning questions were twice as likely to vote as people who were not.

" I was very pleasantly surprised by how effective it appeared to be," Rogers says.

Until recently, there have been very few randomized controlled trials like this in American politics. Politics has been a profession ruled by gut instinct, gurus and polls. But over the past 15 years, the primary method of scientific advance ? the randomized controlled study ? has been wheedling its way into politics, and bit by bit, it's challenging a lot of the conventional wisdom that dominates current political campaigns.

Political scientists Donald Green and Alan Gerber wondered which campaign strategies would increase voter turnout ? and perhaps more important, how much each of these strategies would cost.

The Difference Between Experiments And Asking Questions

To be clear, it's not that American voters haven't been studied. All kinds of people have tried to divine the thoughts and feelings of the American voter. But until recently, the only way researchers and pols could figure to study a voter was to ask the voter questions. You either put them in a focus group or you polled them on the phone.

But according to Jennifer Green, another researcher who studies voters through experimentation, that's no way to study a voter. You have to use controlled experiments, she argues, because voters themselves often don't understand what moves them. Most of us, she says, don't.

"If I showed you a quacking duck and I said, 'Hey, do you think this would make you more likely to buy this insurance?' You would say, 'No!' You're going to say, 'I want to know how much it costs! What it will cover! All those details so I can make an informed decision.' We want to portray ourselves as people using information to make informed decisions."

But obviously, Green says, the things that move us often have nothing to do with what our conscious minds tell us is important. "The thing that makes an impression on us, changes our minds ... may be a quacking duck," she says. "And we only figure that out by testing. Asking people is not the same as testing."

Back in 1998, during midterm elections, two political scientists, Donald Green and Alan Gerber, decided to do a series of randomized experiments in Connecticut. (At the time, both were at Yale. Green now works at Columbia University.) Their idea was simple: They wanted to understand what works. Which campaign tactics actually changed minds? Was it better to use direct mail? Phone banks? Canvass door to door? Are there particular ways to talk to voters that make them more likely to vote?

What they discovered was that much of the conventional wisdom about what got voters to vote was simply wrong.

Exhibit A: Robo Calls

Campaigns spend a fortune on these calls because they think they work, and to be fair, social psychological theory suggests they should work, too. When a well-liked personality ? Oprah ? endorses a candidate, it should make a difference.

But when Gerber and Green did a series of experiments testing celebrity robo calls, that's not what they found.

"The robo call had no detectable effect whatsoever," says Green. "We are batting basically a perfect zero for all these robo call celebrity endorsements. Which is kind of an interesting commentary not only on the effectiveness of a campaign tactic but on a well-regarded social psychological theory."

Since those first experiments, which took place in 1998, there have been dozens more.

Scientists have discovered that when you tell potential voters that lots of people are going to the polls, the social pressure makes them more likely to go to the polls, too.

And when you indicate to people that you are watching them by mailing them records that show how often they and their neighbors have voted, that really gets them to the polls, too. "It was an enormous effect ? 8 percentage points," Green says.

Though at first many campaign professionals dismissed this work, over time it's been gaining acceptance among both Democrats and Republicans.

Now, the potential impact of this work on elections shouldn't be overstated.

The reality is that elections are mostly decided by some combination of macro forces like the economy and war, and political personalities. But Rogers believes that rethinking campaigns based on this kind of research can make a difference.

"We're talking about increasing the chances of winning on the margins during close races," he says. "But there are a lot of races on the margins."

(AP) ? As a top executive at Google for the past 13 years, Marissa Mayer played an instrumental role in developing many of the services that have tormented Yahoo as its appeal waned among Web surfers, advertisers and investors.

Now, Yahoo is turning to its longtime nemesis to fix everything that has gone wrong while Google Inc. has been cementing its position as the Internet's most powerful company.

Mayer, 37, will tackle the imposing challenge Tuesday when she takes over as Yahoo's fifth CEO in the past five years.

The surprise hiring announced late Monday indicates Yahoo still believes it can be an Internet innovator instead of merely an online way station where people pass through to read a news story or watch a video clip before moving on to more compelling Internet destinations.

"I just saw a huge opportunity to have a global impact on users and really help the company in terms of managing its portfolio, attracting great talent and really inspiring and delighting people," Mayer said during a Monday interview with The Associated Press.

Like her predecessors, Mayer will have to come up with an effective strategy to compete against the juggernaut that Google has become and the increasingly influential force that Facebook Inc. is turning into as more people immerse themselves in its social network.

Both Google, the Internet's search leader, and Facebook have been beating Yahoo Inc. in the battle for Web surfers' attention and advertisers' marketing budgets. As Yahoo has lagged in that pivotal race, so has its financial performance and stock price. The stock has been slumping since Yahoo Inc. balked at a chance to sell itself to Microsoft Corp. for $47.5 billion, or $33 per share, in May 2008.

Yahoo shares closed Monday at $15.65, and haven't traded above $20 since September 2008.

"If she can pull this off and turn around Yahoo, it will make her legacy," Gartner Inc. analyst Allen Weiner said of Mayer. "Yahoo's iconic yodel has been missing for a long time. Her mission will be to bring that yodel back."

This will be the first time that Mayer has run a company as she steps out of the long shadow cast by the Google's ruling triumvirate ? co-founders Larry Page and Sergey Brin, along with Executive Chairman Eric Schmidt.

Although she had her responsibilities at Google narrowed two years ago, Mayer is still widely considered to among the Internet industry's brightest executives. A Wisconsin native, Mayer is a mathematics whiz with a sponge-like memory and a keen eye for design.

Mayer joined Google in 1999 as its 20th employee and went on to play an integral role in helping Page and Brin exploit their online search technology to outmaneuver Yahoo at a time when it was still the larger of the two companies. Now, it takes Google a little more than a month to generate as much revenue as Yahoo does in an entire year.

During Google's rise, Mayer helped oversee the development and design of the company's popular email, online mapping and news services. She also became a topic of Silicon Valley gossip during Google's early years while she dated Page for three years. They have since gotten married to other people.

"We will miss her talents," Page, now Google's CEO, said in a statement.

In another statement, Google Executive Chairman Eric Schmidt hailed Mayer as "a great product person, very innovative and a real perfectionist who always wants the best for users. Yahoo has made a great choice."

Mayer becomes one of the most prominent women executives in Silicon Valley, a place whose geeky culture has been dominated by men for decades. This is Yahoo's second female CEO, though. Silicon Valley veteran Carol Bartz, 63, spent more than two-and-half years as Yahoo's CEO before she was fired last September.

Within a few months, Mayer expects to be on a maternity leave. In another interview late Monday, Mayer revealed to Fortune magazine that she is pregnant with a boy. Her due date is Oct. 7. She said she had informed Yahoo's board about her pregnancy before the 11 directors unanimously voted to hire her.

Other prominent women executives in Silicon Valley include Hewlett-Packard Co. CEO Meg Whitman and another former top Google executive, Sheryl Sandberg, who defected to a rival when she joined Facebook as that company's chief operating officer in 2008. Other women CEOs running major technology companies include IBM Corp.'s Virginia "Ginni" Rometty and Xerox Corp.'s Ursula Burns.

Yahoo picked Mayer over an internal candidate, Ross Levinsohn, who had been widely considered to be the front-runner for the job after stepping in to fill a void created two months ago when the company dumped Scott Thompson as CEO amid a flap over misinformation on his official biography.

Thompson's bio inaccurately said he had college degree in computer science ? an accomplishment that Mayer can rightfully list on her resume. She earned a master's in computer science at Stanford University, the same school where the co-founders from both Google and Yahoo honed their engineering skills.

This marks the second time that Yahoo has snubbed Levinsohn, 48, who previously had been best known for overseeing the Internet operations for Rupert Murdoch's News Corp.

Levinsohn had been vying for the CEO job after Bartz's firing, only to be passed over when Yahoo lured Thompson away from eBay Inc.

Mayer told the AP she wasn't looking to leave Google Inc. when Yahoo first contacted her June 18 about the job.

Her hiring threatens to alienate Levinsohn at a time when he has been steering Yahoo's recent emphasis on producing more original content and highlighting material provided by other media outlets such as ABC News and the financial news channel CNBC in an effort to persuade its website's 700 million monthly visitors to stick around longer.

"Marissa's first order of business should be convincing Levinsohn to stay," Gartner's Weiner said. "If he leaves, there will be an exodus" among the Yahoo employees working on the content for the company's website.

Mayer declined to comment on any discussions she might have planned with Levinsohn.

Even if Levinsohn and his allies leave, Yahoo should still benefit from the connections and reputation that Mayer built during her years at Google, predicted J.P. Morgan analyst Doug Anmuth.

Mayer may "be able to attract more high quality engineering talent to Yahoo, which we think is needed after several years of strategic and leadership flux," Anmuth wrote in a research note late Monday. Yahoo decided to lay off about 2,000 employees, or about 14 percent of its workforce, in April while Thompson was still CEO.

Anmuth also expects Mayer to bring in new managers as she shapes her team. Mayer will be greeted by at least one familiar face on Yahoo's senior management team. While serving as Yahoo's interim CEO, Levinsohn last month lured away another Google executive, Michael Barrett, to be Yahoo's chief revenue officer.

The terms of Mayer's contract weren't spelled out Monday. Mayer already struck it rich from the stock options that she got before Google went public in 2004.

Yahoo is set to report its second-quarter earnings Tuesday afternoon, just a few hours after Mayer starts her new job. Those numbers are expected to show Yahoo's revenue growth remains sluggish even though advertisers have been spending more money on the Internet.

Obama Ad Slams Romney on Jobs Record & Offshore Accounts ? to the Tune of Romney?s ?America the Beautiful?

President Barack Obama?s latest campaign ad hits rival Mitt Romney for holding offshore bank accounts and accuses him of shipping jobs overseas ? all to the tune of the former Massachusetts governor?s own rendition of ?America the Beautiful.?

The 30-second ad ?Firms,? released Saturday, comes after a relentless spate of attacks on Romney?s jobs record by the Obama campaign. It repeats charges that Romney shipped American jobs to China and Mexico while at Bain Capital; that he sent jobs to India as governor of Massachusetts; and that he holds accounts in Switzerland, Bermuda and the Cayman Islands.

?Mitt Romney?s not the solution. He?s the problem,? the ad says.

Romney has strongly denied outsourcing American jobs and has defended his role at Bain Capital, most recently during a series of media interviews Friday. He has maintained he had no active role at Bain after 1999 when he left to manage the Salt Lake City Olympics, and that the outsourcing the Obama campaign charges him with occurred after he was finished managing the company. Romney?s campaign has also defended the offshore accounts, saying he paid all the taxes legally required, though has refused to release multiple years of his tax returns.

?As the failures of his presidency become more evident, Barack Obama has resorted to the tactics of a typical politician ? dishonest and totally unsubstantiated attacks meant to distract from his own record by smearing the reputation of his opponent,? Romney spokeswoman Amanda Henneberg told the New York Times.

?The Obama campaign appears to be stuck in their own ?groundhog day,? repeating the same, debunked charges they?ve waged for weeks in an effort to distract voters from this administration?s failure to fix the economy and create jobs,? she said.

In what appeared to be a rare snub by American lawmakers for Myanmar parliamentarian and long-time detainee Aung San Suu Kyi, the United States on Wednesday gave a go-ahead for American businesses to invest in Myanmar's oil and gas sectors ? the largest easing of sanctions in the past 15 years.

?The United States is easing restrictions to allow US companies to responsibly do business in Burma," said President Obama, using the old name for Myanmar as Ms. Aung San Suu Kyi does.

Aung San Suu Kyi does support sanctions-lifting by Western countries and investment by Western business in keeping with the reforms undertaken by Myanmar's nominally-civilian government in office since March 2011. But she has expressed caution regarding the Myanmar state-run energy company, long regarded as a cesspit of corruption with tight links to the country's abusive military. Last month the National League for Democracy (NLD) parliamentarian warned that ?the Myanma Oil and Gas Enterprise (MOGE) ? with which all foreign participation in the energy sector takes place through joint venture arrangements, lacks both transparency and accountability at present.?

The US and some other Western governments have long taken their cue on Myanmar policy from Aung San Suu Kyi, but the Obama administration's decision on investment runs against that well-worn grain.

The US has likely taken what it sees as a pragmatic pro-business policy decision based on what it views as a combination meeting of strategic interests (countering China) and rewards as promised for the Myanmar government undertaking reforms.

The new US policy also allows American companies to bed down with MOGE, though they will be required to report annually to the State Department with evidence that their investments factor in workers' rights and the environment.

Reacting to the US announcement today, Aung San Suu Kyi told AFP that the move was ?nothing significant,? and wondered whether the US had sought some form of improved transparency from MOGE prior to the announcement.

Aung San Suu Kyi was recently-chided by the Myanmar government for continuing to call the country ?Burma,? the name of choice for opponents of Myanmar's military dictatorship, which issued a decree in 1989 changing the country's name from Burma to Myanmar in a move still controversial due to its arbitrary genesis.

The announcement came just hours after Ambassador Derek Mitchell took up post in Myanmar, the first American emissary to hold that position since 1990, when the NLD famously won a national election but was denied office by the military junta.
